P.P.C. Haanappel  (CV of May 2021)

Petrus (Peter) Haanappel was born in The Netherlands in 1949. He is a citizen of that country and of Canada. After his secondary school education (Gymnasium Alpha) at the Triniteits Lyceum in Haarlem (Netherlands), he read law at the Free University of Amsterdam from where he graduated in 1972. The same year, he obtained a “Diplôme d’études supérieures” (D.E.S.) from the “Faculté internationale pour l’enseignement du droit comparé” (International Faculty for the Teaching of Comparative Law) in Strasbourg. From 1972 to 1976, he studied air (aviation) and space law at McGill University in Montreal (Canada), where he obtained a Master of Laws (LL.M.) degree in 1974 (thesis on IATA Conditions of Carriage), and a Doctor of Civil Law (D.C.L.) degree in 1976 (thesis on IATA Tariffs). Outside the field of law, Peter Haanappel obtained a Bachelor of Arts Degree in Theology at the University of Tilburg in 2009.


From 1976 to 1990, Dr Haanappel was Professor of Law at McGill University, with academic responsibilities in air (aviation) and space law, civil law and comparative law. During that period, he was also Associate Dean (Academic) of the Faculty of Law (1985-87), Associate Dean (Graduate Studies and Research) of the Faculty of Law (1988-90), and Associate Director of the Institute of Air and Space Law (1989-90).


Director European Aeropolitical Affairs 
In 1990, Dr Haanappel was appointed Director, European Aeropolitical Affairs at the International Air Transport Association (IATA) in Geneva. He worked there until the end of 1996, and from early 1997 to 2000, he was IATA’s Director, Government and Industry Affairs, Europe, based at Amsterdam (Schiphol) and in Brussels. From 2000 to 2002, he was Senior Aero-Political Adviser to IATA.

Peter Haanappel has published extensively in air (aviation) and space law, civil law, comparative law, and juridical linguistics. A list of his publications is available on this website.


Professional organisations
In professional organisations, Dr Haanappel was, amongst other things, President of the Canadian Association of Law Teachers (1985-86), Treasurer of the Social Science Federation of Canada (1985-89), Secretary-Treasurer of the “Association Henri Capitant des amis de la culture juridique française” (Québec) (1986-90), and Chairman of the Board of the ISA (International Society for Aerospace Law) Foundation (1997-2007). Currently he is a member of the European Aviation Club and the International Institute of Space Law. 


Professor of Air and Space Law
On 1 September 1996, Dr Haanappel was appointed Professor of Air and Space Law at the Faculty of Law of Leiden University. From 2003 to 2007, Professor Haanappel was Head of the Department / International Institute of Air and Space Law at Leiden, and Director of the Master’s programme in aviation and space law. He went on early retirement from the University in March 2009 and is currently an Emeritus Professor in Leiden.


2010 – 2021
Until 1 June 2010, Haanappel remained an Adjunct Professor of Law at McGill University. He is still a member of the Editorial Board of the Annals of Air and Space Law (McGill University). He is also a member of the Editorial Board of the Zeitschrift für Luft- und Weltraumrecht (German Journal of Air and Space Law, University of Cologne). Haanappel is a consultant (see list of consultations), teaches in the Master of Air and Space Law programme at Leiden University, and is on the list of aviation legislation experts of the International Civil Aviation Organization (ICAO); he was also Associate Legal Adviser at CAAi (UK). He is a member of the International Foundation for Public Aviation (IFPA), the International Institute of Air and Space Law, and the European Aviation Club.
